   I don't see hundreds of messages every 4 weeks. I do see
a larger number of messages on the weekend and the days
following.

   It looks like the moderator is letting posts from known
addresses through, and holds some for review, then posts 
the remainder as soon as he/she can get to it...apparently
on the weekend. Lacking a budget for a paid moderator
(or indeed any budget at all) this seems a reasonable
compromise. The alternative is to allow spam through.

  I don't know what the criteria for "known addresses" is,
and I doubt the moderator will divulge what they are.
Doing so would only mean more spam, as the spammers figured
out how to fake a valid address.

   I don't know if it's fair to everyone, but there were 
a lot of complaints a little while ago, when the moderation 
broke down and spam got through.
