The difference was those sets were S-VHS, and could be played in the machines most likely available to customs officials. It was the fact that they were BetaCam tapes that was likely the problem. As far as the ratings, I think Canada is a lot more sensitive to violence and horror than the US. So _Army Dreamers_ for one and _Experiment IV_ for the other.
