I agree. PJ Harvey is DEFINATELY someone to keep an eye on. 
I think she's trying for Patti Smith's old crown as rock
poetess. By the way, if etherial/noise is your thing, check 
out some of the other bands on the Too Pure label - Stereolab,
Th'Faith Healers, etc.
