Well said Emmy!   There's a difference between constructive criticism and
destructive
criticism.    In anycase, the owner of the web page can do what he/she wants. 
If he/she
wishes to block out certain people from accessing the page...so be it.  It's
not a crime.
As you say,  perhaps it's a case of inexperience.  I, for one, would be quite
lost in
all this  WEB stuff.   I've purposely ignored WEB technology until the dust
settles. 
 only then will I  sit down and learn the ropes....and eventually create my own
page....perhaps with frames, prehaps without...

In the meantime, my friends, be nice.  :-)
