this stands for greater london council. councils are, to the best of my knowledge, sort of like city or county commissions here in the states. . . . local governments. but it seems to me they have a lot more power. i lived in camberwell, london QE5 one summer and that was governed by Southwark Council; other areas by other councils. GLC was the council for a larger central part of the city, i do believe. councils do all sorts of things, like give out 'council grants' that are the equivalent of community scholarships to university, and administer council flats, that is, welfare housing . . . . brian
