I think that "Cloudbusting" was actually in "light rotation" at some
point. Love-Hounds ran a conspiracy one day to get "Cloudbusting"
listed in the top-ten most popular videos of the day way back when MTV
used to accept phone requests, by having every Love-Hound call up MTV
and request "Cloudbusting". Even though "Cloudbusting" was in light
rotation, however, "Cloubusting" wasn't on the checklist of the phone
operators, so it was a futile endeavor.

Now that I think about it, I bet the reason that MTV was willing to
show "Cloudbusting" even though it wasn't lip-synched, was that Donald
Sutherland was in it.
