Brian, The "boxed set" is formerly known as "This Woman's Work: Anthology 1978-1990" and is available through import (from U.K. or Japan) in CD, cassette, or vinyl format. The CD version (what I have) includes eight CDs, Kate's first six albums and two more full-length CDs of various B-side singles, 12" versions, and live cuts. Personally, I recommend the U.K. version if you can find it, I've heard all the print on the Japanese version is in Japanese (I can't verify that myself). The Rocket Man single you mentioned is a special single release of the Elton John & Bernie Taupin song Kate made for the album "Two Rooms," honoring the work of these two gentlemen. The single should also include a version of the Elton John song "Candle in the Wind" as well as an instrumental of the same. "Two Rooms" is available almost anywhere. That single has been spotted in various locations, I got it on CD in Davenport, Iowa. As I don't know your location, I can't recommend a good record store. If, by some chance, you happen to be from the midwest, try a CO-OP Tapes and Records. If you're from somewhere else, post a message asking for the name of a record store in your City/State (and reflect that in your message title) which carries or will import Kate material.
