Actually, GLC stands for the "Greater London Council" (a real-life entity)
and "Ken <i-forget-the-last-name>" is about the chairman of that council.
Apparently, the song is a real-life parody of this guy.. who was also made
into a comic strip character.  Perhaps some of the Brits could shed a little
more light on this, as I believe the story was "big news" or somesuch over
there.
