Well, here's another answer as to where the Cocteau Twins are from:

Edinburgh, Scotland.

In case you are wondering, the lead singer (Elisabeth Frazer) is not 
singing in any language known to man.  She's either just making sounds,
or singing in a made-up language (so as to ensure the sounds she makes
have variety).
