Could the Cocteau Twins really come from Japan?

No, they are Scottish. They used to live (here) in Edinburgh, though I'm
not sure if they still do. Once upon a time they could be seen drinking
champagne in Brunstfield Links, a local park, at 10am most mornings, but
that was before I lived so close.
