Seeking Enlightenment

Can someone tell me who Caspar Hauser is/was?  As in the subtitle to
Suzanne Vega's _Wooden Horse_ (off her second album).

      [	I don't know the whole story, but I recall Suzanne saying at
	her concert (I think) that Casper Hauser was a man whose
	parents had kept him locked in the basement for 17 years (or
	some large number like that) before letting him out.  -- |>oug
      ]

btw -- KBIG (now what could that mean?)
