The young lady in question wearing electrical tape was possibly Wendy O.
Williams (aka WOW), but certainly wasn't Kate.  

Of course we all know Kate was so astounded by Wendy's choice of wardrobe
she wrote a song about it:

WOW! WOW! WOW!  Un-be-LIEVE-able!
