It's called a compressor. What it does it limit the actual dynamic range of 
the sounds they broadcast.  The louds are as loud, but the quiets are not so 
quiet. Instead of the perceived volume going from - to
                                                  _ (if you are using a 
nonproportional font) it only gets from _ to -. But the _ is at the level of 
a - and the - is increased proportionally (no relation to the font issue). 
Broadcasters do it all the time so their signal sounds cleaner than it 
really is because the program covers the noise of their crappy equipment. It 
also makes tv advertisements sound louder. Ah, the joys of psychoacoustics...
