Actually, they may very well *have* paid for the music.  One of the
copyright loopholes in certain European laws stipulated that as long as
the correct royalties were paid, then the discs were "legal."

And so, dozens of companies (particularly in Italy) happily coughed up
the small amount of money needed to pay the *publishers* of the music,
and then proceeded to press up all sorts of "legal bootlegs."  Most
Italian bootlegs actually carry the "seal of approval" from the Italian
government stating that all fees have been paid.  To the best of my
knowledge, these loopholes have now been sealed, however.

On the other hand, it *could* just be a blatant lie!!  :-)
