I've always thought it was a flare that she managed to shoot off 
before capsizing -- thus the lyric "little light guide them to 
me." With that thought -- and the flare being the only visible 
light to her, you don't need the presence of a boat for her face 
to be "all lit up." I too have always thought of her as 
already being in the water during this song. I've always found 
the double meaning of the poppies taking "her deeper and deeper" 
particularly sad and picturesque.

As far as "The Morning Fog" is concerned, the imagery could go 
either way, but hasn't Kate herself mentioned that the person is 
rescued and rejoins her kin? Don't quote me on it, but I think 
this may be in Cloudbusting, or on a 1985 interview disc 
somewhere. I guess the focal point is "being born again." Is she 
resuscitated as she comes down through the clouds to rejoin her 
physical body (as CPR is performed), or is it more like the 
"light at the end of the tunnel" effect as already mentioned?
