Not neccessarily so. If the act of asking is also done by trying to
post (something that's not a spam at least) it's ok. The very first
useful message by anyone would be a bit slower, everything else would
work out normally. No special action by potential posters, just more
work for someone performing as the moderator (again: one out of four
to five messages has a new, never before seen email address, even
if it's stripped down to the address part, i.e. no real name in there)
than right now, though the same work as with your suggestion.
