I remember it well. It was in fact Pamela Stephenson singing 
"England My Leotard". It was one of several they did, including Mel
Smith's lead on metal parody "All Out Superpower Thermonuclear 
Confrontation", and Griff Rhyes-Jones (sp?) and Pamela Stephenson
leading New Romantic parody "Nice Video, Shame About The Song".

Stephenson's abilities as a mimic are impressive - her generic
BBC newsreader was hilarious, although I daren't think how much
itching powder she had to stuff her knickers with to do it!
