Garr is one of Letterman's favorite people (possibly a good friend, too). Once I saw five shows in one week with her on (I think they may have been reruns while he was on vacation) - he explained how much he enjoyed her company. The persona you see is the way SHE chooses to act - he just enables her to bring it to even better form than usual.
