Meaning of Peter Gabriel's "Mercy Street"

Since all you Kate fans seem to know a lot about Peter Gabriel, I
would to ask a question which has been nagging at the back of my mind
for years.

What is Peter Gabriel's song "Mercy Street" (off the _So_ album)
about?  It seems to be about a very painful incestuous relationship
between a daughter and her father.  I get this through the following
lyrics:

		Confessing all her secrets
		In a warm melted box
		To the priest - he's the doctor -
		He can handle the shocks.

		[...]

		Looking for mercy, in her Daddy's eyes.

This song is one of the most haunting I have heard.  It was also
dedicated to a woman, who's name I forget.

So, does anyone have any information?  Thanks!
