rec.music.gaffa did go through another period where few if any of the 
posts that arrived in the digest were showing up on the newsgroup.  The
propagation problem seems to be at a site very close to Bill's machine 
since the outage affected a variety of sites nationwide (and probably
wordwide) regardless of the routing of their news feed.
