"Diversity" has been used indiscriminately in the U.S. It is hard to know what any given politician has in mind when s/he uses the word. Some folks use it as a code word, and I've heard Real estate agents do this, describing people and places which make them uncomfortable. If you really want to talk about "diversity", I think one needs to take a stab at defining it.
