First, it's either PAL or SECAM, not both (that's only the same for S-VHS recordings, and for empty tapes, which are not NTSC as well because a 240 minutes PAL tape corresponds to approx. 171 minutes NTSC tape [otherwise empty tapes are exchangeable]). Second, no, it won't. If you have a standard American VCR, it'll use NTSC. There are multisystem VCRs around, e.g. here in Germany (PAL-country) there's a lot of VCRs (even not-too-expensive-ones) by now that can play NTSC tapes on PAL TVs. But not all can do, and it's a fairly recent feature to get quite common. Third, the Live at Hammersmith video plus CD double pack is in principle also available in an NTSC version.
