I've also seen such things exactly once so far. On a record fair as well.
It was in Frankfurt, but since the dealer selling them (for DM 40 [~$28])
was from Belgium, it might very well have been the same one. He also
had huge amounts of singles, and (even if I didn't count 'em) about as many
or even more Kate-7"-singles that I have. Argentinian promos and similar
strange stuff. And among this, two or three Polish postcard singles.

If I had more money (read: much more) I would've been able to spend about
2000$ there immediately. Sigh...

Anyhow, here's the dealer's address for those who want to check out the
Polish postcard singles (I didn't buy them either, for quite the same
reasons Marcel didn't buy them and for also quite the same reasons I
didn't buy much of his other strange stuff. Only the megastrange stuff
like Herve Christiani's single "Radio Bonheur / Kate Bush"...
