Collectors Edition of Eat the Music

I finally came across a copy of Eat the Music (us Canadians were
underprivileged to get it so late), and it turned out to be a "Limited
Collector's Edition".  It includes a CD and an 8x10 lithograph of Kate
in the package and is wrapped up in a red ribbon.  Many $$.

The CD looks normal enough.  It has the tracks "EtM", "EtM (12"
version)", "Big Stripey Lie" and "Candle in the Wind".  A note on the
back says "from the forthcoming release TRS", so it can't be a new
version.  Are these the same tracks as the US release?

The litho is nice.  It is signed and numbered by the artist -- a
series of 1000.  The pose is similar to the cover of my "Rocket Man"
CD single.

My questions are:

- Who is the artist?  Nowhere on the package is this mentioned, nor
can I make out the signature.  The first inital is an E, but that's as
far as I can say.  Is this artist a professional, or a talented amateur?

- Is this an official release?  The CD looks official enough -- it
included a Sony hologram seal -- but nowhere on the outside of the
package sleeve is there so much as a company name.  Most refreshing,
but makes me suspicious.

- Has this package been out for a while or is this breaking news?
