This particular Neil is Neil Gaiman, the writer of (among other things)
DC's most popular "mature readership" comic: Sandman (Master of Dreams). 
Hence also:

  "If you want me, me and Neil be hangin' out with the Dream King".

In response, the most recent issue of Sandman featured lyrics from 
_Tear in your Hand_ as background to a club scene. The acknowledgements 
on the letters page read: "Lyrics by kind permission. Hi Tori." 8)

In the past, Gaiman has included lyrics by other artists in Sandman
stories, including Kate. Given the subject matter, absolutely no 
prizes for guessing from which track...
