Kate has said that two steps represent "a progression."  It seems that
she is saying that the protagonist has learned to deal with her fear
of the "Hounds of Love" and is ready to take the positive step of
accepting and dealing with love.  Taking your shoes off and throwing 
them in the lake might be an expression of joy at this acceptance.
Taking "two steps on the water" requires and act of faith and a step 
forward.
