I don't think so.  From what I have read by (and about) Wilhelm Reich,
and the cloudbuster, it was a very simple shape - just straight 
metal tubes, earthed to the ground ( or preferably a source of
running water).  In the video, the pipes were much more elaborate.

Also, Reich built _many_ cloudbusters - not just one.
