information on single "Hey Matthew"

I'm looking for artist info for the single "Hey Matthew". It's kind of
a quirky pop song where an adult is asking a young boy what's going on
in his head. The young boy responds so in that way it is reminiscent
of XTC's Dear God. I heard it on WHFS in Baltimore (I know, call the
station, dummy!)  and I'd like to know the name of the artist and any
album information - if it exists.
