Portal?

Some people who have no access to computer networks have been asking
me how they can get Love-Hounds.  Now, I've heard mention of a
computer service called "Portal".  What I've heard is that for some
reasonable flat rate per month you get an account on a Unix machine
that has Netnews and phone access via Telenet (or something like that).

Does anyone know anything more about this?  How much it costs?  What
services it provides?  Who to contact to sign up?
